Case Summary:

An expert in artificial intelligence from Iran came to our firm for his National Interest Waiver (NIW) approval. He held a Ph.D. in Business Administration and had been working as a business analysis manager in the area for some time. His proposed endeavor was to work on developing state-of-the-art data-driven tools and techniques in order to further understand human behavior and decision-making. We figured that his research advancing his proposed endeavor is of great importance because it contributes to global economic prosperity. It was because of this that his research was also promoted by other experts in the field who felt its import. Four such experts wrote letters in support of his work from which the quotes below have been taken:

“[The client’s] provision of improved upper and lower bounds, along with aiding infrastructure-based endeavors, also allows researchers to model human behavior regarding media consumption and social activity. As his research is key toward better understanding human behavior, the United States can ill afford to lose out on his talents.”

“[The client], a well-respected contributor to the artificial intelligence discipline, has worked extensively to methodologically examine the structure and viability of personalized treatment policies and free trials. His adroit utilization of machine learning techniques has allowed him to develop a framework for the improvement of economic and government policies.”

Thus, it was clear to all that his proposed endeavor also has broad implications for the United States, especially since in 2019, the U.S. government signed Executive Order 13859 aimed at maintaining the country’s leadership in artificial intelligence. In particular, the initiative’s year one annual report notes that artificial intelligence is already having a substantial economic impact on a significant number of American companies as they discover the need to adopt artificial intelligence technologies to maintain competitiveness in the global market. This is why another of his recommendations said:

“[The client], through his research of personalized trials, has provided insight into data regarding customer responses to trial campaigns. His findings help reduce the individual and societal harm caused by certain forms of advertising throughout the nation. Due to the meritorious nature of his work, the United States must allow [the client] to conduct research unimpeded.”

On the other hand, he has completed at least 2 reviews to date and his research has resulted in 4 peer-reviewed journal articles which have been cited a total of 23 times according to Google Scholar, thereby demonstrating that these publications are widely recognized and relied upon in the field of artificial intelligence.

At the same time, he has pursued research directly related to his proposed endeavor of developing state-of-the-art data-driven tools and techniques for understanding human behavior and decision-making for 10 years, which has given him immense expertise to deal with any challenges that may arise in his research.
